Not necessarily exclusively underwear, though. For example, in Scotland women wore their shift as a nightdress, then wore a skirt, vest, and shawl over it for daytime wear (sometimes with fancier sleeves attached). It served the function of both slip and blouse in the daytime in addition to nightgown at night.
